just put a new 18hp Vanguard in my MaxII. Only 4 hrs on engine (got it from my father in law) Engine cuts out/ surges at WOT cruising at the governed max rpm. Plugs look good, replace one mouse chewed coil, fixed slight miss I had, but not cut out/miss. Runs great at lower rpm and on takeoff. I am suspecting fuel problem. I have one inline fuel filter and a briggs shut off valve in fuel line. Is there a chance I'm starving for fuel?

I know is hard to believe but your carb may be dirty. I suggest cleaning the jets.

Thanks Philip, already checked carb, it is immaculate inside, I only run non-alcohol premium in it with seafoam added just because it has worked so well on my weedeaters amd chainsaws

I'd start with the plugs, does the miss get any better if ya choke it a bit?

Ditto on the jets. At least check them. There maybe something blocking the fuel at WOT that you don't notice if you're just putzing around. It's the only issue I've ever had with my V-Twin when it sits idle too long & it's only happened twice.

I'll throw plugs in it and check jets again, but like I said this thing only has about 6 hours on it now. In original configuration it had fuel tank mounted on engine from Briggs and was pull start only. It was on a log splitter. It ran great on splitter, father in law just got tired of pull staring it and bought a 20hp electric start. I bought the parts to make it electric start and put the 16 amp 10-16 amp (if I remember right) stator in it so it would charge.

I seem to remember learning that happens when the engine is turning to many RPMs Check the governor spring for damage, or has someone bent the governor arms?

the only other thing it could be is an ignition issue or a valve float

What did you set the air gap at on the coils ?
Also As far as the carb go's the Emallsa tube ( the center one with the little holes in it )
Is what you want to have clean as it Vapors the fuel on top end.
You need to Pull it to inspect.
You can do Full open run on it and Shut it down on the full pull (no Ideling) And Pull the plugs. This will give you a True plug reading. You may just need to step up on jet size as the engine never ran there before on a Log slpitter ??

Those Emulsion tub's will screw you up every time.
Doesn't take much to through the whole carb off !
I went to a Blunt needle and tube in my Harley as it run better and is easy to tune.
