Hi Richard, I went to that site and I watched the video. It looks like a can't fail system to me. They say that they will mail it anywhere . I assume in America, for 10 dollars. I think I might order one. I will still use my little rubber bungie to hold the throttle where I set it when I'm using the wheels to propel me in the water.
