Start with the belt on the clutch side.this has to be done if you pull the motor and could be done to change the belt.

Put the lock-tite on it now... it is better than trying to balance and thread the bolt later with a fat glob getting all over the inside.

Now just lay the belt into the groove of teh wheel, slightest pressure keeps the belt on the lower wheel.

Line up the two grooves by eye and tip the wheel onto the shaft. Just push it on back until it stops.
