Sounds like the float/ needle valve seat isn't seating.

HEY TERRY:

sound like the needle level is "too low" and allow gasoline to get thru...you have two choices:

a) if your engine works great and the only problem is the gas leak thru the ventury just close the gasoline valve that should be located between the gas tank and the engine before stop this engine or
b) disasemble the middle part of the carburator and adjust the bellcrank that support the needle...the "proper gap" is that the oposite side of the bellcrank get "flat" with carburator's body......be prepare to replace all membranes on carburator since time and heat make them useless after open it.........

Thanks for the replys, but I have a Tillotson HR on my JLO 297ccm.
It has no floatbowl, just metering diaphragm, it leaks gas out the intake venturey when idling and when not running, also runs rich even with the needle valves closed. I just bought this carb from central snowmobile its a rebuild. I was thinking maybe the return elbow is restricted to much causing a backup pressure. The return line is not pluged. I don't want to burn up my Max.

I have the type of carb you just described on my Terra Tiger JLO 292. Mine doesn't have a return on it however, my amphicat does. Sounds like you have it nailed down, if the return line to the tank isn't plugged, it could very well be in the elbow or carb itself. Was a new carb gasket installed, and does your carb get crankcase pressure feed from a hose or through a passage in the head through the carb gasket? I would contact central snowmobile.

HEY TERRY:

check again my last post about this topic.....i refer exactly to the kind of carburator that you describe.....you need to adjust the needle valve that performances via a bellcrank that moves with the metallic point attached to the diaphragm (center section of carburator......)also check for the return line flow (cleaned/tested with compresed air)...(you should get "free flow" from intake port) and restricted flow from return port...no more than 10 p.s.i on test or diaphragm burst posibility...you shouln't hear "air leak" thru ventury with vacuum/pressure port disconected...and you should hear "air leak" on ventury with pressure activating the diaphragm

terry, if you take off the stack, to adjust or inspect the fulcram arm, check and make sure there is a small welch plug installed over the pick off nozzles that pass into the venturi. if that plug was not installed when being rebuilt that would explain why the fuel is still goin in to the carb with both fuel mixture valves shut completely off.

Terry:
It is your carb's needle seat. Don't buy the rebuild kit. I had the same problem bought the rebuild kit installed it set the needle per instruction, problem remained. Bought a new carb and JLO runs great now. Just another check when you turn it over does gas blow out the air intake of your carb. If so the new carb is a best move and simplest. You can get one from Richards Relics about seventy bucks if I remember correctly.
